All of Covina’s parks are zoned for development, NOT zoned as parks. Why? |

Civic participation is the heart of democracy. Covina’s history is one of inspired patriotism and involvement in public matters. It follows that secrecy has no place in governmental affairs and that public information of all stripes should be readily available to those who seek it. I support passage and implementation of a robust Sunshine Act to restore citizen confidence in public officials. I am working to ensure open access to the fullest extent possible and encourage citizens’ full participation in the business of local governance. |

The question was: Shall we pay a tax on all our utility use? The answer was YES.
Since we passed it, over $40 million has been collected. Rising utility prices have driven up revenue. So why are we still operating at a deficit? This fiscal year, after extending the sunset date and adding cell phones and other technologies to the taxable pot, $5 million is expected.
The promise was: This year, that’d be an additional: Police…..35% $1.75 million for Police Streets..25% $1.25 million for Streets Library..18% $900 thousand for the Library Parks…..18% $900 thousand for Parks Undesignated...4% $200 thousand for Fire, or?
So where’s all that money going? Not where you might think and not where they promised it would!
Our library is a hazardous structure by modern standards, according to the structural engineers we hired to study it. So, we’ve responded by giving it a good coat of paint and cutting back on hours and staffing. Okay, well, right... first it was a really BAD coat of paint, and then a better one. Does this make sense to anyone? Streets, Parks, and Police didn’t get their fair share of the added revenue either.
We need to solve the problem, and we can. We need strong leadership that cares about Covina’s future and listens to what citizens want. We need dedicated, honest, highly trained management that won’t sell us out. We need to elect people with the courage to make the tough decisions necessary to fix our real problems and the stamina to follow through on those decisions. |
